Transition Costs
  Costs incurred by electric utilities to meet obligations, which required the utilities to meet current and future load demand. The utilities ensured sufficient power generating capacity by building additional power plants, whose debts are currently recovered through a regulated rate of return that would not continue in a competitive marketplace. They could be recovered with a special charge during the transition to competition.
