Stranded Investments/Costs
  Utility investments in facilities built to serve customers under traditional regulation may become unrecoverable or "stranded" if those assets are deregulated and their cost of generation exceeds the actual price of power in a competitive market. These include prior investments allowed by regulators that are currently being recovered through regulated rates.
