Loading order

Loading order
  It consists of decreasing electricity demand by increasing energy efficiency and demand response and meeting new generation needs first with renewable and distributed generation resources, and second with clean fossil-fueled generation. California's principal energy agencies - the California Energy Commission, the California Public Utilities Commission, and the California Consumer Power and Conservation Financing Authority - established this energy resource loading order to guide their energy decisions. The loading order was adopted in the 2003 Energy Action Plan prepared by the energy agencies.
