Fuel emergencies
  An emergency that exists when supplies of fuels or hydroelectric storage for generation are at a level or estimated to be at a level that would threaten the reliability or adequacy of bulk electric power supply. The following factors should be taken into account to determine that a fuel emergency exists 1. Fuel stock or hydroelectric project water storage levels are 50 percent or less of normal for that particular time of the year and a continued downward trend in fuel stock or hydroelectric project water storage level is estimated; or 2. Unscheduled dispatch or emergency generation is causing an abnormal use of a particular fuel type, such that the future supply of stocks of that fuel could reach a level that threatens the reliability or adequacy of bulk electric power supply.
