(ESCOs)
ESCOs would be created in a deregulated, openly competitive electric marketplace. The Energy Services industry would be made up of power aggregators, power marketers and brokers, whose job is to match buyers and sellers, tailor both physical and financial instruments to suit the needs of particular customers, and to allow even the smallest residential customers to form buying groups or cooperatives that will give them the same bargaining power as large industrial customers.
